pkg query is for currently-installed packages. Try pkg rquery and 
consult the manpages pkg(8) and pkg-rquery(8). None of those commands 
contain a way to directly message the package maintainer.

What is the package and what is your question? pkg rquery might be able 
to give you the answer.
