CFLAGS is defined with ?= sys.mk, so it can never be undefined. Also, imake has its own way with dealing with CFLAGS, in a way that can be changed in a central location. Unless a port is mucking with that explicitly (like overriding it in Imakefile), please don't worry about ports that use imake when you are fixing CFLAGS spamming.
