This script's layout is completely unacceptable for several reasons.  First,
everything's installed under a /usr/local/etc/isoqlog-1.7 directory.  Clearly,
a good number of the files going there don't belong there (since they aren't
administrative configuration files), but rather ${PREFIX}/share/isoqlog etc.
Second, the all target in the Makefile performs actions appropriate for the
install target.  I'm not going to bother to fix this broken behavior so I'll
give you a chance to do it instead.
