Patch pyport.h

I'm trying to resurrect cad/freecad (with Andrea Venturoli), and it fails with
the following error:

The "fix" _PY_PORT_CTYPE_UTF8_ISSUE is also applied for Apple, and it causes
the same error on Mac Ports with C++, and they solved it with the attached
patch.

This patch also fixes the error for FreeBSD.
