There was a guy in #freebsd on FreeNode (IRC) yesterday describing the exact same problem, but it was crashing when installing python. After talking with him a while, we decided that either: a) his ruby was broken and needed to be reinstalled b) his portupgrade was broken and needed to be reinstalled c) his pkgdb was broken (he tried running 'pkgdb -F' and it crashed) Anyhow, I would suggest looking into reinstalling your ruby and portupgrade.
