I think there's something fishy about the way all this is implemented but unfortunately I don't know what and why. However, I moved /usr/local/etc/tc.d/slapd.sh to /etc/rc.d/slapd and that fixed it. You might want to look into http://www.freebsd.org/doc/en_US.ISO8859-1/books/handbook/configtuning-rcd.html to get an idea.
