I think the problem that I had run into was that I was using a 4.0-RELEASE system, which does not have tcsh in it. I installed the tcsh package to rectify that, to discover that the binary isn't there either. Evidently, the solutions are either (a) upgrade to 4.1 or later, or (b) make the tcsh port.
