This is because of the xdr_* addition. This change hasn't been pulled into the 2.1 branch yet. Note that there is no need to bump the version number again if something else is added before 2.2. We bump numbers only once between releases, and that is only if necessary too. (SNAP users and -current/-stable users are generally expected to take care of their hamsters by themselves. :) Satoshi
