Cross-compilation options that Mk/Uses/cargo.mk uses prevent the use of
externally supplied RUSTFLAGS in some or many cases.

I am planning to rebuild all Rust ports to identify ones that would fail wi=

the above patch and fix them (I know that there are some ports that would
fail). Then I will commit this patch.
