I am now successfully talking (40 bit WEP) between a 
Libretto100CT/DWL-650 and an SMC Barricade SMC7004AWBR 
access point for 4.5-RELEASE.  Earlier today, I was thinking
that there might be some kind of key format incompatability,
but that isn't the case.  

Instead, there may be some card initialization issues
that could be a function of prior state and/or prior
OS (Win98).  I'll continue to work on understanding
the pre-conditions necessary for encryption to work.
