Naturally, I'm happy to assist or make any required modifications as
required.

The new port and patches add the ability cross-compile Standard ML
programs for Windows from FreeBSD.

I understand that Standard ML is not as well-known as some other
programming languages so I have added some brief testing notes in
ports/124061.
