Yes, in principle, except that the home directory in ${PORTSDIR}/UIDs for pgsql is fixed to /usr/local/pgsql and doesn't take account of changes to ${LOCALBASE} [*]. Not a problem with 9.6 or above given the switch to /var/db/postgres, but still a problem for 9.5 and below.
