You need to remove the angle-brackets from around the responses; the
top of the send-pr is supposed to say:

SEND-PR: Lines starting with `SEND-PR' will be removed automatically, as
SEND-PR: will all comments (text enclosed in `<' and `>').

(e.g. your "<ports>" is considered to be a comment by send-pr)
