I was having a problem with elm's newmail program notifying me when I had
new mail.  I traced the problem to the MAIL environment variable not being
set.  My shell (tcsh) doesn't set this for you but (as I understamd it) the
login class stuff is supposed to set it (via the setenv tag).  I am using
the stock login.conf that came with 3.0-RELEASE (which is also what OS level
I am using).  SSH seems to work correctly but not xterm.  I looked into the
XFree source and noticed that the only call to setusercontext is in xdm
when it forks off a new xdm under the users resource limits.  The resource
limits are getting set correctly -- just not the environment variables in
the setenv login capabilities tag.

Is there anyway to get xterm/xdm to set these so that xterm will inherit
them???
