It worked for me, and the only difference of which I am aware between what you describe and what I actually _did_ is that I did a build of mozilla before attempting to build it with BUILD_MODULES=psm, so it is at least conceivable that the psm module depends on regchrome, but it is only built later on in the build. Try taking out the MAKE_ARGS from the port Makefile, do a make build, them delete .build_done from work and put the MAKE_ARGS back in and see if that helps.
