Here in Iceland we can get access to the remaining portion of D channel but as X.25 address/and use, every call is billed and every packet sent/received. Credit card companies are using this for their POS terminals. Most users here are not aware of the usefullness of this channel for mail delivery and any low bandwidth apps, It might be possible to get the docs here for driver design if somone would like to look at them.
