Let's think about this. You're an ISP, You pay for a news feed, Would you want
someone with a clue stealing your newsfeed and serving it to others for free
or even worse for a fee?

They are justified in scanning their own network whether you like it or not.
It's kind of like complaining when I see someone scanning me for netbus or
whatever -- after a while it gets old and doesn't really matter because that's
what I have a firewall for.
