I still able to reproduce the hung manually invoking
$ sudo ifconfig igb0 -vlanhwtso
or 
$ sudo ifconfig igb0 vlanhwtso

It hungs and the watchdog does ifconfig down/up to recover. Maybe, you need
sysctl dumps before/after this command?

Certainly, I am not sure thah this hung and the spontateous one have the same
origin.
