Well we dealt with the base system components first, so you could install something like a "4.6-Web server" profile. The profile contains the meta-data you describe, and then sends the actual data to the client with sendfile(2). The binary packages could be sent over the same mechanism. We were not interested in changing the package format, because other groups (i.e. libh / openpackages) are more focussed on that.
