To put in my 2 cents, I think it is a great service.  I don't have a
problem with info about unmaintained ports being sent to the ports
mailing list quite often.  There are already many emails on the ports
mailing list that don't interest me.  So a few more is not going to be a
problem.  And if it causes people to update a few of the unmaintained
ports, it is doing a great job.

On the other hand, poutscout also seems to keep a web page, so maybe a
once a month email, with a reminder about the web page, would also be
helpful.

Let me add that it has definitely helped me keep up to date with the
ports I maintain.  Whatever else it is, spam it is not.
