Plone, like horde, has no ports dependent on it, but the update will 
require to rebuild many packages, that's treated as not feature safe, 
like said there:

"""
commits to ports with unusually high number of dependencies, and any 
other commit that requires the rebuilding of many packages
"""

This is the reason while I holding an plone update, but after horde 
update I decided to ask if it's ok, because I may misunderstood something.
