The make command will unzip them into the proper directory. The port needs to be fetched manually, because of how it is downloaded. Sun wants to make sure people agree to their agreement in using the software. Finally, Sun uses zip since it works on UNIX, Mac and Windoze. Most PC folks don't have access to tar and gzip.
