F.e. apache 1.3 can be stable release sometimes and 1.4 will be current
release. In this case new port must be intruduced instead of just updating
existent one, it involves history copying at least if you care of history.

Currently "lots of ports" you mean not copy history from previous ones.

It is better to relay on some logic in separation process rather than
just version numbers, i.e. for Apache port stable and current variants
always exists, so it is good point for splitting regardless of numbers.

This thing not so obvious, say, for Netscape port, so nothing better
than version numbers can be issued there.

It is clear that it is separated, but not clear WHY, prefix must specify
separation reason.
