You'll struggle to find a more succinct explanation than that found in the
syslog.conf(5) man page!  :-)

However, almost any good book on Unix system administration or security
should cover the basics.  I'm fairly sure I remember Garfinkel & Spafford's
"Practical Unix Security" having a section on it.
