The value of the environment variable specifies a hostname, optionally followed by a colon and a port number." So for you it would be HTTP_PROXY=172.16.1.11:3128 Lynx's cfg file indicated Lynx does the same, except it uses "proto_proxy" (eg proto_proxy=http://172.16.1.11:3128/) My suggestion is to browse on some computer until you get the exact download link, then use Fetch to get the actual installation file.
