Are you using suexec? What are the errors in the httpd-suexec.log file? Suexec expects the server to be running as a specific user. The default user is "www", it can be redefined by specifying -DHTTPD_USER=user when building the port. This user also needs to be in the httpd.conf file (User=www)? Were you previously using suexec with Apache 1.2.6/FP 98?
