You're terribly confused :-)

they do NOT create "a new TCP connection for every packet"
They have the capacity to restart a session at any time, but
they do not do so normally.

sounds to me as if his enet card is stuffed..

There may be some tunable options that will make samba run 
better on freeBSD as well but I can't help there..
