Then, I got a patch for vm_page.c from Drew, and up1100 now boots fine with 768MB memory. I thank Drew much! I patched kernel sources of all alphapc164 and pc164lx here, and I guess new vm_page.c does not do any harm on older alphas. # I did not test eb64+, which has been stopped for a few months. So, my wish is this new vm_page.c will be included in future version of 4.3. I wonder if mcclock bug fix has been in 4.3-beta.
