Yes, you can use isdn internal cards in FreeBSD. You need i4b
(isdn4bsd). Take a look at isdn@freebsd.org mailing list or projects
section at the web.

FreeBSD 3.1-release has included i4b in source tree, so isdn support is
*integrated* in FreeBSD,
