There's still dependency mess to sort out. The dri falls under "ports that aren't part of the new world order," while libGL (which supplies glx.h and friends currently) does. Ideally the server would be depending on a glxext port (since the server should be using the same headers as the client libraries), which dri and libGL would also depend on. That's not done yet.
