comms/openzwave 1.4.0 port

This adds the openzwave library, a C++ library to interface with Z-wave home
automation networks.

The port includes patches to detect and handle FreeBSD iconv versions
(with/without static) properly; submitted upstream.
Also includes a backport from master with a bad file location.


portlint -AC passes with 1 warning on the !=3D usage, but the solution pres=
ented
wouldn't make execution faster, since it is needed in the MAKE_ARGS expansi=
on.

poudriere testport reports no issues (attached).
Test-built on 10.2 amd64 and 10.1 amd64 jails. I *think* the iconv stuff sh=
ould
work fine on 9.3 too, but have not tested.
