     I can confirm that 3.1-RELEASE *will* install from a SCSI CDROM
drive. I know -- I've done it. Here's part of my dmesg:

===============================================================================
ahc0: <Adaptec aic7895 Ultra SCSI adapter> rev 0x04 int a irq 16 on pci0.12.0
ahc0: aic7895 Wide Channel A, SCSI Id=7, 16/255 SCBs
ahc1: <Adaptec aic7895 Ultra SCSI adapter> rev 0x04 int b irq 16 on pci0.12.1
ahc1: Using left over BIOS settings
ahc1: aic7895 Wide Channel B, SCSI Id=7, 16/255 SCBs

cd0 at ahc0 bus 0 target 4 lun 0
cd0: <TOSHIBA CD-ROM XM-3501TA 3054> Removable CD-ROM SCSI-2 device
cd0: 4.237MB/s transfers (4.237MHz, offset 15)
cd0: Attempt to query device size failed: NOT READY, Medium not present

     You're probably running into some issue with your SCSI controller.
