Used to. RTMX contributed the RTMX code base to OpenBSD and stopped distributing it themselves over a year ago. Since then, it has disappeared, with no mention of it on the OpenBSD web site. Neither OpenBSD.org, rtmx.com, nor rtmx.net has a "search" feature, so looking for it is nearly impossible. There is nothing in the OpenBSD change logs mentioning RTMX, either.
