That file is installed by the bind9 port, yes.

Just grab the bind9 distfiles by running 'make fetch' for the
net/bind9 port, and extract the file from the sources:

    % tar -zxvf /usr/ports/distfiles/bind-9.2.2rc1.tar.gz '*/migration'
    bind-9.2.2rc1/doc/misc/migration
