The hardware specs you give are normal for an RS-232-C interface,
which says that the voltage between Tx and Rx should be between
-15 and -5 volts (MARK) when the port is idle (given that you have
DTE interface, which you should have). From what you say, you probably
didn't get the configuration right yet.
