You're almost there - do a man ftpd and look at the last 3 or 4 screenfulls of text. They describe what needs to be there, and from my memory you've got almost all of it. Probably one tweak will do the job for you. wu-ftpd is also available in the ports tree if you want something a little snazzier and with more logging and assorted crud. More work to set up though.
