Why am I getting these messages and how do I solve it?

(Doing a 'netstat -a' shows no ports in use)

% telnet localhost
Trying 127.0.0.1...
Connected to localhost.
Escape character is '^]'.
telnetd: All network ports in use.
Connection closed by foreign host.

(This is on a FreeBSD-4.2 RELEASE box)
