The raw message you got and the result of "pccardc dumpcis" 
would be much more informative and helpful.
If the problem is just the absence of the entry it will work by
editing pccard.conf.

I don't know whether PAO 3.1 work with 3.2-RELEASE.
I dont' recommend to do it as I suspect there was significant change
between 3.1-RELEASE and 3.2-RELEASE. 
Installation of PAO 3.1 on 3.1-RELEASE is much easier. Just install
paobin and paosrc after the installation of 3.1-RELEASE.
