I can check this yourself:

1. add one rule to IP Filter to count traffic and add the same
rule to IP Firewall to block traffic.
2. do the same, but block traffic in IP Filter and count traffic
in IP Firewall.

I suppose this helps you to understand what catch packet
at first.
