The subversion port doesn't come with an rc.d script. I made one about a year ago, and today someone requested it to be added to ports. I intended to contribute this earlier, but I had forgotten.

Install Subversion from ports. Try issuing a command like "/usr/local/rc.d/svnserve.sh start".
