You do not need to change the kernel config file for a modem.
If you have an external modem, all you have to do is edit
/etc/ppp/ppp.conf with your ISP login info.
Enter  ppp -ddial papchap on the command line to start.

If you have an internal modem check your /var/run/dmesg.boot file to
verify your modem was found at probe time.
FBSD does not work with ms/windows winmodems.
