It appears to be part of the "gettext" port. My guess is that "gettext"
got removed and was replaced by "gettext-devel". The msgfmt in
gettext-devel is "msgfmt-new".
My experience is that both gettext (0.10.35) and gettext-devel (0.10.40)
are needed for different ports; I have both installed and they don't
appear to conflict with each other.
