Subject:   IPF initilization at boot-up (ioctl(add/insert rule): No such process)

I'm sending this on behalf of a friend, who is not subscribed to the
list.  He's recompiled his kernel, and now IPFILTER gives the
following error messages at boot-up:

Doing initial network setup: hostname ipfilter
2: ioctl(add/insert rule): No such process
3: ioctl(add/insert rule): No such process
4: ioctl(add/insert rule): No such process
....

And so forth for each rule in his ipf.rules.  I checked and he has
IPFILTER in his kernel config, and his rc.conf looks sane.

What could be causing those errors?
