This suggests that the pkg database in /jails/sa/var/db/pkg has been
trashed.  Check in /jails/sa/var/backup to see if there is a usable
backup you might be able to revert to.

Failing that, if you know what should have been installed in that jail,
just reinstall it all and restart the jail.
