Reproduction and public distribution are separate copyrights under US copyright law (as is derivation). Printers might not be willing to find a license to "reproduce in printed form" in the word "use". According to the OP, the conditions are clearly being met, so changing them might be insufficient. It's the first paragraph that seems to be the stumbling block. I'd like to propose a fix, but IANAL. (The conditions have their own problems. They each refer to a missing "above copyright notice" , which, when found, refers to a copyright owner which can't be found.)
