ICS appears to be Windows speak for NAT:

in which case, all you need to do is configure the ethernet interface
on your FreeBSD box so it can talk to your WinXP machine, and tell
your FreeBSD box that the WinXP machine is the default route to the
net.  Apparently ICS is hardwired to use 192.168.0.1 on it's internal
interface, so you should use something like this in your /etc/rc.conf
(assuming your ethernet interface type: substitute as required):

    ifconfig_xl0="inet 192.168.0.2 netmask 0xffffff00 media 100baseTX mediaopt full-duplex"
    defaultrouter="192.168.0.1"

Nb. When using a crossover cable, for best results it's a good idea to
always force the media type and options as above rather than trying to
autonegotiate.
