I have not been updating UPDATING in the 3.x-stable branch since I don't do enough 3.1 stable upating to know what to put in here. It is becoming old and out of date. I'd like someone to take over the maintanance of this file in the 3.1 branch. If no one will, then I'm going to remove it from the 3.1 branch in a week or two.
