You are correct, I can confirm this.

On this setup without NAT involved (ipfw was set to pass all):

client --> LAN-router-LAN --> server
1500       1500       576     1500

I can see the client getting an ICMP-fragmentation-required from the router
when it tries to access the server on the other side. Thus, the client can
access the server.
