Use tables:

table <throttled_ips> persist file "/etc/pf/throttled_ips"

pass out quick on em0 from <throttled_ips> to any keep state queue throttle=
_ext
pass out quick log on vlan100 from any to <throttled_ips> keep state
queue throttle_int


bash-3.00# pfctl -vv -T show -t throttled_ips
