I can't install 4.5-PRE, but I've backported Matt's DELACK patches
to 4.2-REL, and I've no problems to report, and can say that FTP in
particular, and HTTP to a lesser extent, are noticibly improved in
speed.

The 'tbench' utility also showed a remarkable change, pre- and post-
patch.
